Could be a graphics card problem or a memory problem or a whole lots of problems, bad mouse? Usually in PS the first thing to do when things are not working properly is to reset your preferences. One way:
First, hold down all three Ctrl+Alt+Shift buttonsNow "while keeping those button held," simply open Photoshop or a file that opens with Photoshop
As Photoshop loads, you should get a prompt asking if you would like to "delete the Photoshop settings file", Click yes
You should now have a fresh slate with all of the settings returned to their default.
Since you didn't tell what your OS is or what version of PS, this might not work.

Subject: [photoshop-beginners] opening files
When opening a file or trying to use the layers drop down or any of the drop downs for that matter I have to have perfectly steady hands or the arrow jumps to the wrong selection and I have to start all over again - is there any way to remedy this???
