Some of the tools are available in Photoshop Elements which is under £100 I think

It may have sufficient for your needs as a beginner

Corel Paint Shop Pro also has similar features again for under £100

but at the end of the day Photoshop CC is amazing value on a monthly subscription from Adobe

Much imitated but unbeatable

I like the tools which are used within Photoshop CS5.  Is there another software graphics program that I can get which uses all or most of these tools?
