Hi Susan and welcome to the group :)

I recently upgraded from Elements 6 to Elements 11 and I can tell you that both versions have the artistic filters you are speaking of.  

I have been using Elements since 2008 and greatly enjoy the program! I also have CS6 and Lightroom, but they are new and don't have experience with them as yet.

missing...such as "artistic." (which has, for example, paint daubs,
palette knife, plastic wrap,poster edges...etc.)  I wondered whether
it is found under another name.  Is that included in Photoshop elements?
