Hi Tom,
When you use the eyedropper tool it makes the color you click your foreground color.  To get the color picker, open the COLOR panel tab (should be at the upper right) and click on the foreground swatch.  The color picker screen should open and you can pick the color you like.  You can also adjust the sliders on the COLOR tab to create colors or manually input the RGB values.

I hope someone can help me out. I'm using photoshop cs5 am a beginner and don't know how to access the color picker. When I use the eyedropper tool and click on the color my color picker does not come up.
Can you help me
