Depending on the PS version you have there are many different ways to tackle this.
I created a mask in CS5 using the color in that area of the dress as the basis for the mask.  I then painted out all the areas of the mask in black except the bottom edge of the dress.  At that point I was able to use de-saturation on the area of the dress that is affected.  This leave the details alone and just lowers the color.

You can also use a multiply layer with a mask for the entire dress to bring back the details of the lacing and folds in the fabric in combination with the above mask to fix two problems at once.
