I just reread the original post and noticed that you said repousse objects.  Sorry, I don't know if my suggestions will work with those or not.

Hold control and select all three layers and you can rotate them together as long as they are selected.  You can also Transform them (Ctrl T) with the various transform functions like skew, pespective, etc.
Deselect the layers and rotate each individually.

To link them, do as the others have suggested or you can:
 Layer > Group Layers (Ctrl G) to group them together.
To undo, Layer > Ungroup Layers (Shift Ctrl G).
