I don't know if you got your preferences deleted but you can delete the preference file by: (don't really delete but change the extension by adding .old. This way you still have the old file by PS can't use it. (what version of windows are you using?)
- Windows XP: Rename the Adobe Photoshop CS3 Prefs.psp file (for example, to Adobe Photoshop CS3 Prefs.old) in the \Documents and Settings\[your user name]\Application Data\Adobe\Adobe Photoshop CS3\Adobe Photoshop CS3 Settings folder.
- Windows Vista: Rename the Adobe Photoshop CS3 Prefs.psp file (for example, to Adobe Photoshop CS3 Prefs.old) in the \Users\[your user name]\AppData\Roaming\Adobe Photoshop CS3\Adobe Photoshop CS3 Settings folder
- About the same for windows 7
Or with PS closed, hold down the alt/ctrl/shift keys and then start photoshop. A box should come up that says do you want delete your preference file. Click yes.
Have you checked your monitors resolution? Should be the native resolution. Up date your video card drivers. close down all programs not needed. alt/ctrl/delete and start task manager. Close any unneeded program. Disconnect from the internet and clause anti virus program. Some programs can not be stopped and some, if stopped, cause your system to reboot. Don't stop this program next time.
