Please Select the crop tool from the tool bar.

and then select the layer you want to crop.

click fist in the work space or the page and drag it where you want to crop.

release the tool and get the cropping result.

Can someone tell me how to "crop" a layer?

Using the Transform tool should do what you want?  Highlight the layer you'e resizing in the layers palette, then use the Transform tool to size as you need?
