PS:  to get the selection where you want it, you can go to select/transform selection and then move the selection/resize it/rotate it, etc , finish the selection then inverse the selection.

Can someone tell me how to "crop" a layer?
Is this possible in CS5?

Using the Transform tool should do what you want?  Highlight the layer you'e resizing in the layers palette, then use the Transform tool to size as you need?
