I understand that the new versions of Illustrator convert to Vector (line drawings) as part of the package. Older versions need “Adobe Streamline,” which allowed you, after you saved a picture as a .bmp, to then converted it from Raster to Vector, after which you can enlarge or reduce without any loss of quality.

I think Adobe Streamline may be available for free some places around the web, but you would have to check Google to see for sure.
