[photoshop-beginners] MOVE command not working

Hello,

Working in CS2. Trying out the following tutorial.

http://www.tutorial9.net/photoshop/design-a-simple-snowman-in-photoshop/

getting stuck on step 21. created 3 layers(and 3 circles too) – Top, Middle and Bottom. But not able to position the circles using MOVE command. When I attempt, whatever is inside the particular circle (result of gradient overlay in step20) moves but not the circle.

Please help me.
