[photoshop-beginners] Re: Learning Photoshop CS

Set foreground color to the color you want (black here), then
select the shape you want to border (the circle), then
go to EDIT>STROKE and
choose outside (if you want border outside the circle, else inside) and the number of pixels width for the border and
click OK.
Regardez ici! La bordure!

If not satisfied, undo and redo.
Center choice for stroke centers on selection edge.
