There are lots of written and video-based tutorials out there (check YouTube etc), but unfortunately a lot of them require a fundamental understanding of the basics. I have yet to see a YT video that walks through the basics...people want the whizz-bang stuff, right?
You may begin by getting into creating special effects, photo touch up, etc., but then miss a lot of the fundamentals, like understanding resolution, resampling, how to read a histogram, the differences between file formats, etc. With those skills under your belt, getting into more advanced techniques (the aforementioned special effects, masking, etc., etc.) becomes that much easier.
