I would be more inclined to suggest that the "default" program assignment in Windows is causing this.
When you install Photoshop the installer does not assign a default program tag to the common image file formats. It used to but it no longer does. What this means is that if you double click an Image file windows will open it in the "default" set for the file extension. So for instance...
.JPG = Windows Preview
.TIFF = Photoshop
.GIF = Media Player
You would get a different response depending on the file type you tried to open. Go to: File> Open in Photoshop and try to open the files from there. Either version of Photoshop should open the files. The difference in versions has more to do with the way the system accesses CPU and RAM during the session rather than what types of files it can handle.
