[photoshop-beginners] How can fix distortion in a photo?

I have a photo that is distorted. It's a photo of a building but you can
tell that the photographer was way on the ground and pointed the camera
up instead of trying to be right in front of the building and looking
"over."
I'd like to bring the top part of the photo toward me. Is there a way to
do that? The tools to help distortion don't seem to be working for me.
