[photoshop-beginners] How do I make this in PS?

I am having a major brain block and can't figure out how to make this 'postage stamp' like effect in Photoshop CS6. I was able to make the border using the brush and adjusting the spacing, but the result is more sharp scalloped edges instead of the curvy lines like the image. (The attached is just a portion of the full rectangle).

I also need to be able to make the larger rounded part at the top. Any suggestions on how I can make this?
