Sounds like your laptop screen doesn't have a high enough resolution.
Right click on the wallpaper and select Screen Resolution, to see
what you have - maybe it's been set at too low a value and you can
increase it.
You can move the task bar by left-clicking on it and simply drag it
to one side, still keeping the left mouse button pressed.
