You may want to check out GIMP (the GNU Image Manipulation Program).  It's very powerful, and it's free!  You can get it at http://www.gimp.org .

The main reason I am using PhotoShop instead of GIMP is that there is so much more support (videos, tutorials, classes, plug-ins, filters, etc., etc.) for PhotoShop.  

Then there's PhotoShop Elements, which I understand is a stripped-down version of PhotoShop for those who only want to edit photographs.  I think it's around $100, but I'm not sure.  And there's Google's Picasa, which is free and is good for simple editing.

For no known reason, I own a Yahoo group named GIMPWindows that might give you some pointers if you want to try GIMP, but it's not very active.
