Have you tried applying the filter 20 or more times in succession??
/sometimes repeated use of a filter gets you what you want, sometimes not :)

Photoshop CS5 has a filter that removes vignetting from a photo.

But if it's very significant, the filter maxes out and will not remove all
of it.

Is there an add-on filter, or stand-alone application that removes large
vignetting?
