Yes, it can be done in PS.  If you're saving the image before moving it to the photo, you'll have to save the image in a format that supports layers and transparent backgrounds like tiff or psd to retain the transparent background.  Jpg and some other formats do not allow layers or transparent backgrounds, thus you get a white background.

Go to file new, choose the sizes, and in the background contents box, click on the little arrow, choose transparent

Is there a simple way to make the background color of a graphic transparent in ps5?

IE: Background = solid white
Foreground = (colored text) CAT
Problem = make the white transparent.
