Hi Kerry,
This is quite lengthy but it's basically three steps.
1) How to trim off the border.
2) How to write an action
3) How to use the image processor function of PS to apply the action to multiple images.

One way of trimming off a 3 px border would be to use Image > Canvas Size. In the Canvas Size sub-menu, New Size check Relative, change the units to Pixels then enter into the fields for width and length a minus amount of - 3 pixels. Make sure resulting image will be centered by clicking the center box. Click Ok. A warning "The new canvas size is smaller than the current canvas, some clipping will occur" will pop up. Click proceed and the border should be removed. I'd suggest going through this process several times until you are sure that it does what you want and until you feel comfortable doing it.

Recording an action to accomplish the task: I'd suggest viewing This Tutorial to learn how. Where the tutorial gives instructions for an action to change to black/white, just substitute your procedure for removing the border. It may take a few tries to get it done to your satisfaction.

Once you have your action recorded, it's time to apply it to multiple images. You do this by using File > Scripts > Image Processor. The Image processor sub-menu is:
1) Choose folder with the image you wish to process.
2) Choose a folder to save the changed images. I'd choose a different folder from the source.
3) File type...choose the file type you want the changed image to be saved as....I'd think Tiff.
4) Preferences....this is where you will select the action that you recorded. Tick the Select Action box, and in the drop down boxes to the immediate right, choose your action.
When you have all the above items set to your liking, click Run. It will take a while to process multiple images.

I am creating Mosaics of the moon from a number of tiff images. The tiff images are created by Registax 6 from 500 frame avi's. The individual Tiff files are created with a small 3 pixel wide light border (By the sharpening I think) and are 1024 x 768. What I would like to do is trim a 3 pixel wide border off each tiff. I can do this easily in Irfanview but this means dropping to 8 bit tiffs and I can manually use the crop tool in Photoshop to remove A small border (size unknown). What I would like to do is automate and quantify (make a known size) this cropping in Photoshop CS3. I guess it's real easy WHEN you know how. Can someone explain to this old man how to do this?Kerry Koppert
