Go ahead and use Irfranview and you'll never learn how to make a new Action which is probably why 99% of them run to it because they are intimidated by PS. Don't you see that the more and more you struggle trying to figure out Actions the more you learn and one day you too can throw away all those free programs. I have not opened up Irfranview in over 10 years. I don't even have it installed. I don't need it. I have PS.
The more you do the simple Actions like resize the better you will become when you need to make a complicated Action. I have a color separating program and it is just a bunch of Actions that plug into PS. You ought to see it work it is amazing.
The more you make your own Actions the faster you get. I could make a resize Action faster than it takes for Irfranview to open up.

One uses a tool like Irfanview because it suits the task. In this case, making it unnecessary to create an action, since the facility is already prepared.
If you are insulted by the mention of anything non-PS on your list, that is another thing.
