While this may sound like a brush off you might want to try the new version of PSE.  Elements does most of the Photoshop functions including full support for layers.  I would say you can do 80 to 90% of what you can do in Photoshop with it...it is hundreds less than the CS5 suite.  It would allow you to continue to learn about PS and not have all the cost...

I have followed posts about restoring photos here though.  I know you work with layers and I think blurry photos are difficult to fix.  I have scanned most of my old photos onto my computer a few year's back.

Unfortunately my trial version of ps cs5 ran out.  I need to save up and buy a copy now I guess ;0...I do want to get a copy when I can just cannot right now.  I had limited time to play around with it but did learn some things and see that there is a ton more to learn.

I'd go to a second hand store, flea market, or yard sale, and rummage through boxes of old photographs. Scan them on high resolution and get going.  I did this myself when I started out with Photoshop. Found more than enough pictures to last me a lifetime of restoration of pictures.
