[photoshop-beginners] How to setup actions?

Hi,

I moved further in the same tutorial â€" currently trying to create an action(step 11).

http://www.tutorial9.net/tutorials/photoshop-tutorials/how-to-design-a-speedometer-icon-in-photoshop/comment-page-2/#comment-37695

Able to see the action palette and create a new action. Can’t find where to key in rotation value(using CS2).

A simple thing but somebody help please.

Regards,
Ashiq
