I've tried both the 32-bit and the 64-bit version of PhotoshopCS4. The 32-bit in my older Dell XPS (2 GB RAM memory, computer purchased in 2008), and the 64-bit on my Dell M6500 Inspiron (12 GB RAM, purchased 2010).
The difference is quite noticeable when working with large RAW images (I only shoot RAW) and images with multiple layers (30, 40 layers).
You need quite an advanced computer (read:expensive) to get the best out of the 64-bit system.

32-bit and 64-bit refer to the way a computer's processor (CPU, Central Processing Unit), handles information. The 64-bit version of Windows handles large amounts of Random Access Memory (RAM) more effectively than a 32-bit system.
