Volume activation is for 5 or more computers, it is for businesses and other organizations. For less than 5 it would be a waste of money. Be cheaper to buy a second upgrade. BTW, you do not need a full version to do a clean install. There is a way to do a clean install of Win7 using only an upgrade version, and it works with all versions of Win7.

What you want is a Volume Activation key. Windows offers this on some of their Windows 7 products.

I suspect you can only do this on "Windows 7 Professional" & "Windows 7 Enterprise."
