Hi Jeanne,
I've been creating digital paintings since 1995, and have used (and
created) a broad number of techniques for adding a watercolor paper
texture to an image in Photoshop. At present, one of my favorite
methods is to scan or find online a blank watercolor paper image and
define it as a pattern in Photoshop (Edit/Define Pattern). When I'm
ready to add the texture to my painting, I create a new layer above the
existing layers, fill it with the watercolor pattern
(Edit/Fill/Pattern), change the Blend Mode to Multiply, and then adjust
the opacity and the color tint of the pattern-filled layer so that it
best suits the image.
Here are a few examples that show differing degrees of texture, ranging
from rough to something between hot and cold press--

If this is a technique you'd like to try, I'd be happy to privately
email you a couple of the watercolor paper images I use as pattern
devices. Just let me know.
There are usually any number of ways of achieving in Photoshop the
effect one is after, and that certainly includes the adding of
textures. We all have our preferences and, at this time, this is the
method I like the best.
Take care,
Shoshanna
