Purchased or downloaded actions come via .atn files. When the .atn file is loaded into Photoshop's Actions Panel, the result is a new "Action Set" inside of which is one (or more) individual actions.
For organizational purposes one can drag/drop individual actions from one Action Set to another. Moving an action from one Set to another should be done with little caution. In some cases a given action must reside in a specifically named Action Set. When this this is true moving the action into a different Set will cause problems: the time the action is played it will fail with an ugly and cryptic error message.
To be on the save side a) click on the action of interest then b) while holding down the 'alt' key, drag it into the destination Action
Set (this 'copies' the action; the original is left untouched). If you play the copied action from the new Action Set and it works OK, it's safe to delete it from the original Action Set.
As already suggested one can create additional Action Sets within the Actions Panel via the "New Set" command from the flyout menu or clicking the corresponding icon at the bottom of the panel (the one that looks like a folder).
What's not possible, however, is the ability to create an Action Set inside another Action Set like you can a folder inside another folder in Windows (or on Macs). This is confusing to many people and an unfortunate limitation.
