I don't know about the size difference, but if you spray the pictures from your printer with a fixative after your ink is dry and let the fixitive dry, you should be able to use the decoupage liqud on them without smearing.  (You might need several light coats of the fixative.)

Hi. I created some images in Photoshop in a particular size, because I plan to decoupage them onto wooden blocks, so they have to fit perfectly. I don't have a laser printer, so I emailed them to my sister and asked her to print them on her laser printer.
 
I went to her house to pick them up and they were twice the size I had created them in. I asked her why, and she said, "All I did was open your attachment and print it." The same thing happened when I emailed the images to a local print shop. They came out too big. I asked the guy to open the image on his screen and measure it. He did, and it was about an inch too big overall.
 
Why does this happen? It doesn't happen on my home printer (which I can't use for this project because it's an inkjet and the decoupage liquid would smear the image).

I'd like to print out some proofsheets, but with the images somewhat larger than those that the standard Photoshop proofsheet options print. Any way to do this easily?
