Frustrating, isn’t it Tony?
I searched the Internet and I found forums through Adobe. The answers are all over the place.
More RAM.
Too many programs running.
Bad file.
Old computer.
Bug in the software.
(In my case, the computer isn’t that old, I have 3GB of RAM, I’ve checked the file in other programs (like Paint) and it works fine, and I’ve run nothing other than what comes up with the system and APS.)
Here’s a link with others who’ve commented on the same issue. Most say it pertains to CS4, but I don’t think that’s true.

Still others are blaming it on fonts installed by Adobe:

What I eventually did was save the JPEG file as a .psd file and all seemed to be okay.

Today I was attempting to open a JPEG image in PSCS3 and I got an error
message that said:
"Could not complete your request because the file-format cannot parse the file"
