he can use either the lasso, the pen tool or the extractor tool.  the pen tool and the lasso are on the left side and the extractor is the 1st choice under filters.

  another option is to put the body over the head to be used and either mask or simply erase to uncover the wanted head.  with either choice, you can then go to edit, transform and scale and/or rotate the head to fit.
