Draw with the elliptical marquee tool. change the size from "normal" to "fixed size" and put in 2.6" for height and 2.6" for width. check "anti-alias". Click on your new image and a perfect 2.6x2.6 circle will appear. You will need to add a "stroke" or fill it with color to keep your circle. Then to make more circles just duplicate your layer and use the move tool to move the circle where you want it to be.

I am trying to create a template.
I need to make circles that are exactly 2.6 inches.
Is there a way to make a shape and put in measurements or will I just have to drag it to the right size?
