Yes, you can get CS4 in student version. It had full functionality, no limitations, full upgradability. You need to provide proof that you're a student -- student ID, registration form, etc. It's how I got my CS4 -- I took a Photoshop course through my local community college, and that qualified me. Saved a bundle.
