Kelvin, I would use the clone tool to fix the area around her nose and then use a mask and gaussian blur to smooth the skin. The photo isn't really that bad. It can easily be fixed.

I'm not sure the image is large enough to see what I'm asking about, but I'd like some input on how to restore\repair this photo. Namely the skin on the face and around the nose...
